Summary
A tough cop from Hong Kong is brought to Los Angeles by a Chinese diplomat after old enemies kidnap the diplomat's daughter. The FBI, not wanting any outside help, gives a troublesome local cop the job of keeping the foreign visitor out of the way. The two end up working together on their own investigation
